Jack Dempsey

Founder, HR4EMS

Jack Dempsey brings more than 30 years of experience in human resources, leadership development, employee relations, training, recruiting, and organizational improvement. Today, he is applying that experience where it can make a significant difference—helping ambulance districts, EMS agencies, and emergency service organizations address the unique people challenges facing their industry.

Jack founded HR4EMS after recognizing a gap in the market: EMS organizations face HR challenges that are genuinely different from those in corporate America, yet most HR consultants apply the same generic playbook regardless of industry. The result is advice that doesn't account for 24-hour shift schedules, the physical and emotional demands of the job, or the regulatory environment that governs emergency services.

His approach is direct and practical. He works alongside EMS leaders — not above them — to solve real problems: difficult employee relations situations, compliance gaps, recruiting and retention challenges, and the day-to-day HR questions that don't have easy answers.

Jack understands that EMS organizations run lean. There's rarely a full HR department, and the people making HR decisions are often paramedics, firefighters, or administrators who became managers because they were good at the job — not because they were trained in employment law or performance management. HR4EMS exists to fill that gap.

The HR4EMS Philosophy

EMS-Specific Expertise

Generic HR advice doesn't work for EMS. Every recommendation Jack makes is grounded in the realities of emergency services — the culture, the regulations, and the people.

Practical Over Theoretical

HR policies only matter if they work in the field. Jack focuses on solutions that EMS leaders can actually implement and sustain, not binders that collect dust.

Confidential and Direct

HR issues are sensitive. Jack works with discretion and speaks plainly — no jargon, no runaround, just honest guidance on how to handle the situation in front of you.

Partnership, Not Prescription

Every EMS organization is different. Jack takes the time to understand your agency before recommending a path forward, because the right answer depends on your people and your context.
